Planned Parenthood Association of Thailand under the Patronage of H.R.H the Princess Mother invites qualified organizations to submit proposals for implementation the programme addressing the issues of unmet need for family planning and gender-based violence prevention among the most vulnerable groups, as well as promoting engagement with key stakeholders on the life cycle approach and social return on investment framework.
The purpose of the Invitation for Proposals is to identify eligible community social organization and non-governmental organizations that wish to participate in this Invitation for Proposals are requested to send their submission through email or mail clearly marked “Partner Organizations Invitation for Proposals” at the following address:

Section 1: Background
| 1.1 Programme background | With support from UNFPA Thailand, PPAT non government organization working on sexual and reproductive health issues in Thailand. This initiative aimed to promote access to sexual and reproductive health and rights to all population especially marginalists and people living in the hard to reach area. |
| 1.2 PPAT Programme | The Planned Parenthood Association of Thailand (PPAT) under the Patronage of Her Royal Highness the Princess Mother, is a non-profit organization and a leading sexual and reproductive health (SRH) learning agency supporting population’s quality of life to sustainable development, with more than 52 years of operation. The primary aim of PPAT is to support sexual and reproductive well-being of all people regardless of race, ethnicity, age, gender, religion, sexual orientation, gender identity, gender expression, disability, economic status and other diverse backgrounds. With support from government and private sectors, PPAT also bridges the gap where government is unable to cover, by providing services particularly to people with diverse sexual orientation, gender identity, gender expression and sexual characteristics. With strong linkages with NGOs, government sectors and private agencies to move forward SRHR work and advocacy, PPAT is able to operate through 52 service delivery points, including 10 permanent clinics and 15 mobile units, in offering a broad-spectrum service from Family Planning, Safe Abortion Care, Maternal and Child Care, and HIV/AIDs and STIs, to Elderly Care. PPAT is not only providing health and medical services, but is also expanding into Nursing Homes, in response to ageing population needs in our society. Despite challenges, PPAT relies on human rights principles and diversity in creating a more inclusive program to improve all people’s quality of life and SRHR accessibility in Thailand. |
| 1.3 Specific results | For this initiative, PPAT will be working within the framework and as set out in the UNFPA and Reckitt strategic partnership, UNFPA Thailand. PPAT is looking for partner organizations to be partner organizations for two years (2022-2024) to deliver results as follows. 1. Implementing the comprehensive and sustainable models in far-to-reach districts (Mae Aye, Chiang Dao, Wieng Haeng, Om-Koi, and Kallayaniwattana) in ChaingMai and Phare provinces under the UNFPA-Reckitt “Empowering our Youths” -Access to Sexual and Reproductive Health and Family Planning for All Partnering with PPAT in the process of development and establishment of models to enable vulnerable youths, women, and girls from ethnic minorities, sensitive cultural backgrounds, poverty background, teen mothers, drop-outs, etc. to access to sexual and reproductive health and family planning. Implementation program activities under the comprehensive and sustainable models of access to SRHR and family planning for youth and young people. Ensure the engagement and participation of the local authorities both CBOs and Governmental Organisations, right-holders (youths, women, girls, etc.), and key stakeholders in the model implementation.Ensure the increasing access of youths of all genders, women, and girls to information, choices, and right based services on SRHR, and Family Planning includes use of condoms, and Long-Acting-Contraception. Ensuring the engagement of key stakeholders on the life cycle approach and social return on investment (SROI) framework for programme monitoring and evaluation 2) Partnering with PPAT and other actors in implementing advocacy and public campaigns and events in ChiangMai and Phrea province. |
Section 2: Application requirements and timelines

Section 3: Process and timelines
| 3.1 Review & evaluation of partner organization submissions | Applications will be assessed by a review panel to identify organizations that have the required knowledge, skills, and capacity to support achievement of results. It should be noted, however, that participation in this Invitation for Proposals does not guarantee the organization will be selected for partnership with PPAT. Selected partner organizations will be invited to enter into an implementing partner agreement and applicable UNFPA and PPAT programme policy and procedures will apply. |
| 3.2 Selection process | Eligible organizations will be selected in a transparent and competitive manner, based on their capacity to ensure the highest quality of service, including the ability to apply innovative strategies to meet programme priorities in the most efficient and cost-effective manner. |
