1. Background
The protracted humanitarian situation along the Thailand–Myanmar border has displaced thousands of individuals and families into temporary shelters and informal settlements. Displaced persons and Burmese migrant workers—particularly women, adolescents, and other vulnerable groups—face significant barriers in accessing accurate information and essential services on sexual and reproductive health and rights (SRHR), family planning, and gender-based violence (GBV) prevention and response.
Language differences, legal status, limited financial means, and cultural stigma further restrict their ability to make informed decisions about their bodies and well-being. This creates heightened risks of unintended pregnancies, unsafe abortions, HIV/STIs, GBV, and maternal and neonatal complications.
In alignment with the Minimum Initial Service Package (MISP) for SRH in emergencies, Thailand’s commitments to SDGs 3 and 5, and UNFPA’s humanitarian mandate, the Planned Parenthood Association of Thailand (PPAT) seeks to strengthen the rights, dignity, and resilience of displaced persons by expanding access to comprehensive sexuality education (CSE).
This CSE initiative will build on ongoing humanitarian programs led by PPAT and partners—including mobile SRHR services, GBV response, and local capacity-building—and will complement existing activities under the UNFPA–PPAT Humanitarian Project (2025–2026) in Tak Province and other border areas.
2. Purpose of the Assignment
PPAT invites qualified local organizations to develop and pilot a Comprehensive Sexuality Education (CSE) program tailored for displaced persons and Burmese migrant workers.
The program aims to:
- Equip young people and adults with knowledge, skills, and attitudes to make informed SRHR decisions.
- Address misinformation, stigma, and cultural taboos surrounding sexuality and reproductive health.
- Strengthen local and cross-border capacity for CSE delivery through community educators and health volunteers.
- Promote gender equality, consent, and prevention of GBV and exploitation.
3. Objectives
- To assess SRHR information gaps and CSE needs among displaced and migrant communities.
- To design and adapt culturally sensitive, language-accessible CSE materials in Thai, Burmese, and Karen.
- To train local facilitators, teachers, and peer educators to deliver interactive and inclusive CSE sessions.
- To pilot CSE sessions in targeted shelters and border communities and collect evidence for scale-up.
- To contribute to community awareness, GBV prevention, and improved health-seeking behavior.
4. Scope of Work and Key Tasks
The selected organization will:
A. Conduct Needs Assessment
- Review existing CSE resources and interventions in Tak, Mae Hong Son, and Ranong.
- Conduct focus groups and consultations with youth, parents, community leaders, and health staff.
- Identify barriers to access, attitudes toward CSE, and preferred delivery formats.
B. Develop CSE Curriculum and Materials
- Develop a modular CSE curriculum aligned with UNESCO’s International Technical Guidance on Sexuality Education, IPPF’s CSE Framework, and MISP standards.
- Ensure content is age-appropriate, inclusive, and reflects cross-border realities—covering topics such as puberty, relationships, consent, contraception, HIV/STI prevention, GBV, and mental well-being.
- Produce IEC materials and visual aids in Thai, Burmese, and Karen, suitable for low-literacy groups.
C. Capacity Building
- Conduct Training of Trainers (ToT) for peer educators, teachers, and volunteers in humanitarian and migrant contexts.
- Develop facilitator guides, monitoring tools, and mentorship systems to ensure quality implementation.
D. Pilot Implementation
- Deliver pilot CSE sessions in at least two border provinces (e.g., Tak and Mae Hong Son).
- Reach adolescents, youth, and adults in temporary shelters and migrant communities (target minimum 2,000 participants).
- Collect pre- and post-session data to measure knowledge improvement and attitude change.
E. Monitoring, Evaluation, and Reporting
- Develop simple M&E tools and feedback mechanisms.
- Submit inception, progress, and final reports with documentation of lessons learned and recommendations for scaling.

7. Qualifications of the Organization
- Legally registered NGO/CSO or academic institution with demonstrated experience in SRHR, CSE, or community education.
- Proven experience working with migrant, refugee, or displaced communities, particularly along the Thai–Myanmar border.
- Technical capacity in curriculum design, participatory training, and bilingual (Thai/Burmese) material development.
- Demonstrated gender and safeguarding competencies.
- Familiarity with IPPF, UNFPA, or UNESCO CSE frameworks is an advantage.
8. Coordination and Reporting
The selected organization will report to the Executive Director of PPAT or her designate and will coordinate with PPAT’s Humanitarian and SRHR Team.
PPAT will provide technical oversight, quality assurance, and linkages with existing service delivery components (mobile clinics, GBV response, and community protection networks).
9. Budget and Funding
Total available budget: USD 30,000 (approximately THB 1,095,000)
This includes all costs: personnel, field activities, materials, translation, travel, and administrative overheads.
Payment schedule:
- 30% upon approval of the inception report
- 40% after submission of draft curriculum and ToT report
- 30% upon acceptance of final report
10. Proposal Submission Guidelines
Interested organizations should submit:
- Technical Proposal (max 5 pages) outlining approach, methodology, work plan, and experience.
- Financial Proposal with detailed cost breakdown.
- Organizational Profile and CVs of key personnel.
- Samples of previous CSE or SRHR-related materials (if available).

12. Alignment and Sustainability
This initiative supports the PPAT Humanitarian Project (2025–2026) the program support by the UNFPA Thailand to strengthen SRHR and GBV response for displaced populations in Thailand.
The CSE component will complement ongoing efforts such as SRHRJ , Family planning and GBV prevention and will serve as a model for integrating rights-based CSE in humanitarian contexts. By empowering communities with knowledge, skills, and respect for human rights, the project contributes to healthier, safer, and more equitable border communities.
