OVERVIEW
Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.
Since our founding in 2012, much has been achieved, but more remains to be done. The global family planning community agreed that the gains of the last nine years should be sustained by extending this pivotal partnership. Through a global consultation, stakeholders from around the world provided their input on the future of family planning. Together, the community created a shared vision for 2030 that builds on progress achieved to date, adapts the partnership in response to the lessons of the first nine years and positions us to achieve the future women and girls around the world are asking for.
The FP2030 Support Network will include five regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe, led by an Executive Director who reports to the Governing Board. Each hub will be headed by a Managing Director supported by a small team. The hubs will be hosted by NGOs in five cities where the hubs will be located. The creation of these regional hubs is the key element of FP2030’s new structure, which will be put in place in 2022.
Each Managing Director reports to the FP2030 Executive Director who will lead the coordination and management of the Support Network. The Executive Director and the Managing Directors will work as an Executive Leadership Team to ensure that the vision and goals of the FP2030 partnership are fulfilled, and that momentum towards new commitments is maintained.
IPPF-ESEAOR has been selected to host the FP2030 Asia Pacific Regional Hub beginning 2022.
Job Overview
The post-holder will be tasked for the smooth office operations including logistical, human resource and financial support to all of the FP 2030 Asia Pacific Hub personnel.
WORKING RELATIONSHIPS
Reporting to the Managing Director, the Senior Operations & Administration Officer will work closely with the rest of the Hub team. They will also collaborate closely with the Executive Directorate and with the Director, Finance and Grants, and other relevant staff members across the Support Network. A dotted line to the Director of Operations of the hosting organization will be established for smooth coordination of work and support.

MAJOR TASKS & RESPONSIBILITIES
Administration (65%)
- Provide logistical and administrative support to the Managing Director, including managing scheduling and calendar, meeting set up and logistics, and appropriate follow-up after events.
- Provide logistical and administrative support to the Hub team, including supporting meeting set up and logistics.
- Coordinate with other Operations and Administrative staff members or relevant contacts within the Support Network regional hubs to ensure cross team collaboration, communication, and appropriate flow of day-to-day activities
- Connect with NAE Hub and Executive Directorate team members as appropriate to ensure that the Hub team has access to FP2030 resources, systems, tools, and information, troubleshooting as needed. This may include supporting Hub access to FP2030’s Sharepoint system, Salesforce resources, and FP2030 email account as well as other shared resources.
- As directed by the Managing Director, provide support as needed, to include: conducting research, drafting and producing materials, taking notes during meetings or calls, and ensuring meeting follow-up.
- Coordinate travel arrangements for the Managing Director; support travel arrangements for the Hub team.
- Support Managing Director in preparing credit card reports, expense reports, and other needed reporting; support these areas as needed for the rest of the Hub team.
- Contribute to and coordinate Hub reporting to FP2030, including content for funder reports and reporting to FP2030’s Senior Leadership Team. Provide support to the Hub team on special projects as needed.
Operations (35%)
- Support the development and execution of contracts and other business agreements for the Hub team, working closely with the hub host. Support executing FP2030 and hub host requirements around agreements, working closely with the hub host’s Finance and Contracts staff and with the Managing Director.
- Support and help to document required due diligence, in alignment with all FP2030 and hub host policies, for vendors, partners, and other relationships.
- Support the processing and tracking of payments to Hub vendors, working closely with the hub host and with the Hub team.
- Collaborate with the Director, Finance and Grants and their team to ensure that expenses are being tracked in keeping with FP2030’s policies and funder requirements and to troubleshoot any issues as needed, including connecting with the hub host’s Finance team.
- Provide support to Hub team members to ensure that they understand and are compliant with hub host and FP2030 financial procedures, including around travel spending and expense reimbursements.
- Ensure that all Hub team members take all trainings required by FP2030, including trainings around safeguarding, in addition to all trainings required by the hub host; support and troubleshoot any issues that arise regarding accessing or attending trainings.
- Support financial reporting processes as appropriate, under the direction of the hub host’s Finance team and FP2030’s Director, Finance and Grants.

WORKING RELATIONSHIPS
The Managing Director is responsible for the smooth, effective and efficient operations of FP2030 in Asia Pacific and for the FP2030 staff within the Asia Pacific Hub. Reporting to the Executive Director, the Managing Director is accountable for delivering on FP2030’s strategic objectives and program activities in the region. The Managing Director has a dotted-line internal reporting line to the Regional Director of IPPF-ESEAOR, the selected hosting organisation which has fiduciary oversight for the hub and acts as Employer and provides administrative support for the successful functioning of the hub.

- Strategic Planning and Management
- Provide strategic direction to the partnership in the region for the advancement of family planning policies, programs and financing.
- Ensure regional program is in line with regional needs and gaps in family planning, harnessing the uniqueness of the region to cultivate program excellence
- Oversee and actively cultivate coordination among regional and country partners to meet FP2030 commitments and towards fulfilling 2030 Sustainable Development Goals.
- Manage the budget and workplan for the Regional Hub, working closely with the hub host organization and with FP2030’s Executive Director and ensuring that both align with all policies and requirements of the hub host organization and have approval by FP2030’s Executive Director.
- Keep up to date of new trends in the FP field and develop partnerships for advocacy and accountability work, helping identify gaps in regional networking or the potential to develop new approaches wherever possible.
- Oversee and ensure the smooth flow of information for the region, including meeting deadlines and ensuring the correct internal procedures are followed.
- External Relations/Stakeholder Management
- Convene and organize regional meetings for commitment-making countries in the region and ensure proper follow up and deliverables are met.
- Oversee the tracking and reporting of commitments of regional partners and the members of the Champions Group.*
- Serve as spokesperson and representative for FP2030 in the region and highlight FP2030’s work.
- Build and manage constructive relationships with key partners including the core convening organizations as well as other key stakeholders.
- Participate in the development and implementation of the partnership’s global communications, branding, and advocacy and accountability strategy.
- Work with partners and to respond to gaps and challenges identified by countries for FP2030 progress.
- Manage FP2030 coordination and cultivate internal working relationships with key contacts within the regional host organisation/fiduciary agency to provide appropriate programmatic, operational, and financial support.
- Handle special projects as required to advance partnership objectives.
- Intentionally and proactively contribute to building a more equitable and inclusive partnership that reflects and advances FP2030’s deep commitment to diversity, equity, and inclusion.

III. Resource Mobilisation
- Continual mapping of opportunities for FP2030 to engage with strategic investors for FP in the region.
- Development liaison for funders interested in investing in Family Planning in the region, particularly those from the donor engagement group.
- Identify opportunities for business development according to the set strategy for the region and for the technical areas situated in the region.
- Serve as spokesperson and representative for FP2030 in the region and highlight FP2030’s work.
IV. Financial Management and Administration
- Working with FP2030’s Business Development team, oversee FP2030 fundraising and partnership development in the region, i.e. stewarding donors, developing proposals, and managing reporting.
- In coordination with the hub host organization’s finance and administration team:
monitor expenditures against the Hub’s annual budget; and
manage contracts with external resources and service providers.
- Provide monitoring and evaluation support and tracking of relevant fiscal data towards FP2030 country commitments.
V. Staff Management
- Leadership and day-to-day management of FP2030 operations at the Regional Hub; oversee internal systems and operations with an eye toward future needs and budget realities.
- Manage, monitor and evaluate the performance and workflow of employees.
- In coordination with the hub host organization’s administration and human resources teams, recruit, hire and manage FP2030 staff and consultants for the region. Ensure that staff and contractors reflect the full diversity of people the partnership is committed to serve.
- Facilitate a supportive working environment in which every staff member’s talent, potential, and skills are maximized.

- Master’s degree in Public Health, Public Policy, International Development, Business Administration, Economics or related field, or equivalent standard of education.
PROVEN ABILITIES
- Significant exposure to international development, global health and preferably in family planning/sexual and reproductive health.
- Entrepreneurial individuals with exceptional staff and office management experience and at least 10 years’ professional senior experience.
- Proven track record in managing large projects and experience in budget planning and oversight.
- Experience in working with multi-stakeholder partnerships including donors, bi-lateral partners, multi-lateral agencies, developing countries and civil society organizations.
- Experience in supervising staff.
- Able to work effectively within the context of significant intra-regional travel.

- Knowledge and field experiences in Family Planning/Reproductive Health and Women’s Health programs. Knowledge of adolescent and youth programs and especially girls’ health programs, is a plus.

Job Overview
The role of youth and civil society partners are critical in the new FP2030 partnership model at the global, regional, and country levels. Importantly, FP2030’s ways of working are shifting away from prior, more passive framings such as “meaningful youth engagement,” into an approach that intentionally positions youth and civil society partners as essential to FP2030’s work and to the partnership’s success. The Manager, Youth and Adolescent Partnerships will be responsible for ensuring that youth partners are valued, supported, and serve as key collaborators at the regional level.
The Manager, Youth and Adolescent Partnerships reports to the Managing Director. This position serves as the lead for the Hub’s partnership with youth partners in the region, including collaboration with focal points.
WORKING RELATIONSHIPS

- Lead in implementing FP2030’s operational guidance for working with young people at the regional level and at the regional hub.

The Country Engagement Advisor – Central Asia reports to the Managing Director of the Asia Pacific Regional Hub. This position is responsible for advancing engagement with a designated set of countries in the Hub region, including engaging with Focal Points, regional partners, and wider stakeholders at the country level to advance the goals of FP2030 and of the Asia Pacific Regional Hub.

Engagement with Country Partners and Stakeholders
- Under the leadership of the Managing Director, Asia Pacific Regional Hub, and in collaboration with regional country-based focal points and partners, the rest of the Hub team including the Country Engagement Advisor-Central Asia, will connect with staff throughout the Support Network as appropriate, provide strategic support for all designated countries in the region, including:
- Support FP2030 commitment-making countries in developing and advancing their FP2030 commitment-making process based on the commitment toolkit, country-specific analyses, and country requests.
- Support engagement with new countries and other key country partners in the region in order to secure political commitment to FP2030, as appropriate.
- Design and execute convenings (to include virtual and in-person convenings as appropriate) of focal points and country partners.
- Identify, communicate, and oversee focused areas of support in collaboration with broader Secretariat teams and external partners to advance progress in country commitments across key thematic areas, including data, adolescents and youth, rights, financing, High Impact Practices (HIPs) in FP, Emergency Preparedness and Resilience (EPR), FP integration.

Job Overview
The Communications Manager reports to the Senior Technical Lead, Advocacy, Accountability & Partnerships. This position serves as the lead for all the Hub’s communications functions.

- Work with new and existing FP2030 commitment-makers in the region to promote commitments and amplify success stories from existing commitments, working closely with the NAE Hub’s Communications team as appropriate.
- Work with the Hub team to support the team’s communications priorities and to amplify success stories from the region.
- Support the translation of FP2030 products as needed, working closely with the NAE Hub’s Communications team and with the Country Engagement Advisors, making use of external translation support as appropriate.
Programmatic Oversight
- Collaborate with consultants and other staff as needed to advance communications work across the region.
- Provide regular updates on the progress of communications work in the region, including to the global FP2030 Communications network and FP2030 Senior Leadership; draft content for reports to funders, Senior Leadership, and key external stakeholders as needed.

ลักษณะงานที่ปฏิบัติ
- บริหารงานของ สวท วินิจฉัยสั่งการด้านบริหารสำนักงานต่อเจ้าหน้าที่ทุกระดับ เป็นผู้รับผิดชอบในการสนองนโยบายของคณะกรรมการ สวท และแนวทางปฏิบัติของคณะกรรมการบริหารโดยผ่านเลขาธิการสมาคมฯ
- วางแผนการดำเนินงาน ควบคุมงาน ทั้งสำนักงานใหญ่และสำนักงานสาขาให้ดำเนินไปอย่างมีประสิทธิภาพภายในขอบเขตตามวัตถุประสงค์ของ สวท นโยบายของคณะกรรมการ สวท และแผนกลยุทธ์ สวท รวมทั้งเสนอข้อมูลและความคิดเห็น ตลอดจนรายงานผลงานต่อคณะกรรมการบริหาร
- แต่งตั้ง โยกย้าย บรรจุ ถอดถอน ลงโทษทางวินัย เลื่อนขั้น และเลื่อนเงินเดือนเจ้าหน้าที่ทุกระดับ
- บริหารและจัดการทรัพย์สินของ สวท ให้เป็นไปตามระเบียบข้อบังคับที่ได้กำหนดขึ้น
- เข้าร่วมประชุมคณะกรรมการ สวท คณะกรรมการบริหาร และคณะกรรมการอื่นๆ ที่คณะกรรมการ สวท แต่งตั้ง
- ปฏิบัติงานในฐานะตัวแทนของ สวท ตามข้อบังคับ สวท และ/หรือ ตามที่คณะกรรมการ สวท หรือคณะกรรมการบริหารมอบหมาย
- พิจารณา ปรับปรุง เปลี่ยนแปลง และตราระเบียบต่างๆ เพื่อใช้ในการบริหารงานภายในสำนักงานฯ เพื่อให้การดำเนินงานเป็นไปตามนโยบายและวัตถุประสงค์ของ สวท และคณะกรรมการ สวท
- สร้างเครือข่ายกับองค์กรภาครัฐ ประชาสังคม และเอกชนที่เกี่ยวข้อง และผลักดันให้เกิดการยอมรับ และสนับสนุนงานของสมาคมฯ
- ศึกษา วิเคราะห์ พัฒนาและถ่ายทอดความรู้เกี่ยวกับการบริหารงาน ให้แก่เจ้าหน้าที่ระดับรองลงมา เพื่อพัฒนาเจ้าหน้าที่ และประโยชน์ในการปฏิบัติงานตามมาตรฐาน ระเบียบ และข้อบังคับต่างๆ
