Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.

 

Since our founding in 2012, much has been achieved, but more remains to be done. The global family planning community agreed that the gains of the last nine years should be sustained by extending this pivotal partnership. Through a global consultation, stakeholders from around the world provided their input on the future of family planning. Together, the community created a shared vision for 2030 that builds on progress achieved to date, adapts the partnership in response to the lessons of the first nine years and positions us to achieve the future women and girls around the world are asking for.

 

The FP2030 Support Network will include five regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe, led by an Executive Director who reports to the Governing Board. Each hub will be headed by a Managing Director supported by a small team. The hubs will be hosted by NGOs in five cities where the hubs will be located. The creation of these regional hubs is the key element of FP2030’s new structure, which will be put in place in 2022.

 

Each Managing Director reports to the FP2030 Executive Director who will lead the coordination and management of the Support Network. The Executive Director and the Managing Directors will work as an Executive Leadership Team to ensure that the vision and goals of the FP2030 partnership are fulfilled, and that momentum towards new commitments is maintained.

Job Overview

The Senior Technical Lead, Advocacy, Accountability & Partnerships reports to the Managing Director. This position oversees and implements the Hub’s work around advocacy, accountability, and partner relations, including civil society engagement and engagement with non-FP partners, faith partners, private sector partnerships, and regional bodies.

 

WORKING RELATIONSHIPS

Reporting to the Managing Director, the Senior Technical Lead, Advocacy, Accountability & Partnerships will work closely with the rest of the Asia Pacific Hub team. S/He will also collaborate closely with FP2030’s Director, Advocacy and Partnerships, located in the North America & Europe (NAE) Hub, and with the NAE Hub’s Managers on Strategic Partnerships; and Advocacy & Accountability.

Key Accountabilities

MAJOR TASKS & RESPONSIBILITIES

Regional Advocacy and Accountability

  • Support the design and implementation of a regional advocacy and accountability strategy based on the FP2030 global advocacy framework and, in close coordination with country civil society partners and focal points, and with the FP2030 Advocacy and Partnerships team, including developing and executing appropriate regional strategies when needed.
  • Elevate the regional family planning agenda and ensure high-level political engagement and momentum around FP2030 commitments.
  • Develop and lead the implementation of the region’s civil society engagement strategy.
  • Coordinate closely with the Hub’s Manager, Communications and with the North America & Europe Communications team to implement a regional advocacy communications strategy and to support implementation of FP2030’s global advocacy communications strategy within the region.
  • Work closely with the data team in rolling out evidence-based advocacy and accountability strategies.
  • Support and nourish regional advocacy, including building and nurturing alliances with advocacy coalitions and other family planning partners and stakeholders.
  • Contribute to the development of relevant regional resources around advocacy.
  • Support the development and implementation in the region of an FP2030 learning agenda that documents and assesses accountability approaches and activities employed by FP2030 countries over the first two years of the FP2030 partnership.
  • Support the development of an FP2030 accountability dashboard that captures regional trends.
  • Support country accountability efforts, including providing and brokering technical assistance to countries in the region as they implement their accountability efforts an ensuring cross-country, cross-regional learning exchanges, and best practices.

 

Engagement with Partners and Stakeholders, and External Relations

  • Develop and implement regional strategies for long-term relationship building with partners and other non-governmental stakeholders, aligned with the FP2030 Vision Framework and with a focus on integrating family planning and sexual and reproductive health (SRH) with other health and development sectors such as gender, humanitarian, climate change and related sectors.
  • Develop and implement a regional strategy for country commitment mobilization including connecting with non-state actors in the family planning and other health and development sectors within the region, including the private sector, to build relationships, share information, and mobilize commitments to FP2030.
  • Effectively manage non-state actor commitment maker relationships, including outreach to new and existing commitment makers, including supporting the self-reporting process for these commitment makers.
  • Seek opportunities to advance and operationalize rights-based family planning (RBFP), including for youth and other underrepresented groups in global development, humanitarian, health, and gender agendas, particularly with a diversity, equity, inclusion, and justice lens.

 

Programmatic Oversight

  • Collaborate with civil society and youth focal points, consultants, and other staff as needed to advance advocacy and partnerships work across the region.
  • Provide regular updates on the progress of advocacy, accountability, and partnerships work in the region, including to FP2030 Senior Leadership; draft content for reports to funders, Senior Leadership, and key external stakeholders as needed.

 

Staff Management

  • Serve as line manager and supervisor to the Hub’s Manager, Communications.

 

Other Relevant Duties:

Qualifications

EDUCATION & QUALIFICATIONS

  • Bachelor’s degree in public policy, public health, international development, communications, or other directly related field, or equivalent standard of education.
  • Master’s degree in public policy, public health, international development, communications, or other directly related field, or equivalent standard of education preferred.

Job Overview

The post-holder will be tasked for the smooth office operations including logistical, human resource and financial support to all of the FP 2030 Asia Pacific Hub personnel.

 

WORKING RELATIONSHIPS

Reporting to the Managing Director, the Senior Operations & Administration Officer will work closely with the rest of the Hub team. They will also collaborate closely with the Executive Directorate and with the Director, Finance and Grants, and other relevant staff members across the Support Network.   A dotted line to the Director of Operations of the hosting organization will be established for smooth coordination of work and support.

Key Accountabilities

MAJOR TASKS & RESPONSIBILITIES

Administration (65%)

  • Provide logistical and administrative support to the Managing Director, including managing scheduling and calendar, meeting set up and logistics, and appropriate follow-up after events.
  • Provide logistical and administrative support to the Hub team, including supporting meeting set up and logistics.
  • Coordinate with other Operations and Administrative staff members or relevant contacts within the Support Network regional hubs to ensure cross team collaboration, communication, and appropriate flow of day-to-day activities
  • Connect with NAE Hub and Executive Directorate team members as appropriate to ensure that the Hub team has access to FP2030 resources, systems, tools, and information, troubleshooting as needed. This may include supporting Hub access to FP2030’s Sharepoint system, Salesforce resources, and FP2030 email account as well as other shared resources.
  • As directed by the Managing Director, provide support as needed, to include: conducting research, drafting and producing materials, taking notes during meetings or calls, and ensuring meeting follow-up.
  • Coordinate travel arrangements for the Managing Director; support travel arrangements for the Hub team.
  • Support Managing Director in preparing credit card reports, expense reports, and other needed reporting; support these areas as needed for the rest of the Hub team.
  • Contribute to and coordinate Hub reporting to FP2030, including content for funder reports and reporting to FP2030’s Senior Leadership Team. Provide support to the Hub team on special projects as needed.

 

Operations (35%)

  • Support the development and execution of contracts and other business agreements for the Hub team, working closely with the hub host. Support executing FP2030 and hub host requirements around agreements, working closely with the hub host’s Finance and Contracts staff and with the Managing Director.
  • Support and help to document required due diligence, in alignment with all FP2030 and hub host policies, for vendors, partners, and other relationships.
  • Support the processing and tracking of payments to Hub vendors, working closely with the hub host and with the Hub team.
  • Collaborate with the Director, Finance and Grants and their team to ensure that expenses are being tracked in keeping with FP2030’s policies and funder requirements and to troubleshoot any issues as needed, including connecting with the hub host’s Finance team.
  • Provide support to Hub team members to ensure that they understand and are compliant with hub host and FP2030 financial procedures, including around travel spending and expense reimbursements.
  • Ensure that all Hub team members take all trainings required by FP2030, including trainings around safeguarding, in addition to all trainings required by the hub host; support and troubleshoot any issues that arise regarding accessing or attending trainings.
  • Support financial reporting processes as appropriate, under the direction of the hub host’s Finance team and FP2030’s Director, Finance and Grants.

  • 3+ years of professional experience in administration, operations, logistics, project management, or a related field.
  • An interest in and passion for global health, family planning, reproductive health, international development, or women’s rights issues strongly desired.

  • Strong writing and communication skills.

WORKING RELATIONSHIPS

The Managing Director is responsible for the smooth, effective and efficient operations of FP2030 in Asia Pacific and for the FP2030 staff within the Asia Pacific Hub. Reporting to the Executive Director, the Managing Director is accountable for delivering on FP2030’s strategic objectives and program activities in the region. The Managing Director has a dotted-line internal reporting line to the Regional Director of IPPF-ESEAOR, the selected hosting organisation which has fiduciary oversight for the hub and acts as Employer and provides administrative support for the successful functioning of the hub.

Key Accountabilities

MAJOR TASKS & RESPONSIBILITIES

  1. Strategic Planning and Management
  • Provide strategic direction to the partnership in the region for the advancement of family planning policies, programs and financing.
  • Ensure regional program is in line with regional needs and gaps in family planning, harnessing the uniqueness of the region to cultivate program excellence
  • Oversee and actively cultivate coordination among regional and country partners to meet FP2030 commitments and towards fulfilling 2030 Sustainable Development Goals.
  • Manage the budget and workplan for the Regional Hub, working closely with the hub host organization and with FP2030’s Executive Director and ensuring that both align with all policies and requirements of the hub host organization and have approval by FP2030’s Executive Director.
  • Keep up to date of new trends in the FP field and develop partnerships for advocacy and accountability work, helping identify gaps in regional networking or the potential to develop new approaches wherever possible.
  • Oversee and ensure the smooth flow of information for the region, including meeting deadlines and ensuring the correct internal procedures are followed.

 

  1. External Relations/Stakeholder Management
  • Convene and organize regional meetings for commitment-making countries in the region and ensure proper follow up and deliverables are met.
  • Oversee the tracking and reporting of commitments of regional partners and the members of the Champions Group.*
  • Serve as spokesperson and representative for FP2030 in the region and highlight FP2030’s work.
  • Build and manage constructive relationships with key partners including the core convening organizations as well as other key stakeholders.
  • Participate in the development and implementation of the partnership’s global communications, branding, and advocacy and accountability strategy.
  • Work with partners and to respond to gaps and challenges identified by countries for FP2030 progress.
  • Manage FP2030 coordination and cultivate internal working relationships with key contacts within the regional host organisation/fiduciary agency to provide appropriate programmatic, operational, and financial support.
  • Handle special projects as required to advance partnership objectives.
  • Intentionally and proactively contribute to building a more equitable and inclusive partnership that reflects and advances FP2030’s deep commitment to diversity, equity, and inclusion.

*Champions are advocates and policymakers who come from global, regional, national or sub-national levels with expertise, influence and interest in the vision framework of FP2030. Champions make an annual commitment to advance the goals of FP2030

 

III. Resource Mobilisation

  • Continual mapping of opportunities for FP2030 to engage with strategic investors for FP in the region.
  • Development liaison for funders interested in investing in Family Planning in the region, particularly those from the donor engagement group.
  • Identify opportunities for business development according to the set strategy for the region and for the technical areas situated in the region.
  • Serve as spokesperson and representative for FP2030 in the region and highlight FP2030’s work.

 

IV.  Financial Management and Administration

  • Working with FP2030’s Business Development team, oversee FP2030 fundraising and partnership development in the region, i.e. stewarding donors, developing proposals, and managing reporting.
  • In coordination with the hub host organization’s finance and administration team:

monitor expenditures against the Hub’s annual budget; and

manage contracts with external resources and service providers.

  • Provide monitoring and evaluation support and tracking of relevant fiscal data towards FP2030 country commitments.

 

V.  Staff Management

  • Leadership and day-to-day management of FP2030 operations at the Regional Hub; oversee internal systems and operations with an eye toward future needs and budget realities.
  • Manage, monitor and evaluate the performance and workflow of employees.
  • In coordination with the hub host organization’s administration and human resources teams, recruit, hire and manage FP2030 staff and consultants for the region. Ensure that staff and contractors reflect the full diversity of people the partnership is committed to serve.
  • Facilitate a supportive working environment in which every staff member’s talent, potential, and skills are maximized.

Qualifications

EDUCATION & QUALIFICATIONS

  • Master’s degree in Public Health, Public Policy, International Development, Business Administration, Economics or related field, or equivalent standard of education.

 

PROVEN ABILITIES

  • Significant exposure to international development, global health and preferably in family planning/sexual and reproductive health.
  • Entrepreneurial individuals with exceptional staff and office management experience and at least 10 years’ professional senior experience.
  • Proven track record in managing large projects and experience in budget planning and oversight.
  • Experience in working with multi-stakeholder partnerships including donors, bi-lateral partners, multi-lateral agencies, developing countries and civil society organizations.
  • Experience in supervising staff.
  • Able to work effectively within the context of significant intra-regional travel.

 

SKILLS

  • Ability to lead a regional team and to develop effective working relationships with national and regional partners. The job holder will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be challenging.
  • Ability to provide leadership for partnership design and strategic FP advocacy planning; and, apply this knowledge to advance commitments in the region; strong skills with interpretation of FP data and monitoring indicators for the hub’s own success.
  • Strong interpersonal and communication skills, ability to deal effectively and efficiently with high-level stakeholders in a professional setting.
  • Knowledge and field experiences in Family Planning/Reproductive Health and Women’s Health programs. Knowledge of adolescent and youth programs and especially girls’ health programs, is a plus.
  • An advocate who is credible in a range of settings including at governmental level, and with donors and staff.
  • Ability to build and maintain strong relationships and team working across the Regional Hubs and with other stakeholders.
  • Sound organizational management skills to support operational plans that are monitored and evaluated regularly.

Job Overview

The role of youth and civil society partners are critical in the new FP2030 partnership model at the global, regional, and country levels. Importantly, FP2030’s ways of working are shifting away from prior, more passive framings such as “meaningful youth engagement,” into an approach that intentionally positions youth and civil society partners as essential to FP2030’s work and to the partnership’s success. The Manager, Youth and Adolescent Partnerships will be responsible for ensuring that youth partners are valued, supported, and serve as key collaborators at the regional level.

The Manager, Youth and Adolescent Partnerships reports to the Managing Director. This position serves as the lead for the Hub’s partnership with youth partners in the region, including collaboration with focal points.

 

WORKING RELATIONSHIPS

Reporting to the Managing Director, the post holder will work closely with the rest of the Hub team. S/He will also collaborate closely with FP2030’s Senior Advisor, Adolescents & Youth, with FP2030’s Director, Advocacy & Partnerships, and with Officer, Youth Partnerships teams at all Hubs.

Key Accountabilities

MAJOR TASKS & RESPONSIBILITIES

  • Drive and support the recruitment, retention, capacity building, and engagement of country-based youth Focal Points.
  • Seek out opportunities to increase partnership with youth and with youth-led organizations at the regional level and at the country level, and youth and youth-led organization’s participation throughout the Commitment process.
  • Organize and support FP2030 events and other opportunities to advance youth partnerships; identify opportunities to advance youth partnership within FP2030 events, collaborating closely with the Country Engagement Advisors and with the rest of the Regional Hub team.
  • Identify opportunities for FP2030’s youth partners in the region to participate in regional and global engagements – including FP2030 global engagements – and support their participation.
  • Working in collaboration with other Officers, Youth Partnerships and with the Senior Advisor, Adolescents & Youth, develop and establish a learning agenda for FP2030 to better document and assessment how to ensure adolescents and youth are seen as central to partnership efforts.
  • Organize trainings and other skill-building sessions for FP2030 staff on equitable partnership approaches, as appropriate.
  • Work with the FP2030 Senior Advisor, Adolescents & Youth and with technical partners to connect youth-led organizations and others seeking to advance youth partnership in the region with technical and advisory support.
  • Lead in implementing FP2030’s operational guidance for working with young people at the regional level and at the regional hub.
  • Participate in the development of FP2030’s adolescents & youth strategy and drive the implementation of that strategy in the region.
  • As relevant, identify opportunities to share success stories or other content from youth partners in the region, and collaborate with the Manager, Communications to share these stories.

Qualifications

EDUCATION & QUALIFICATIONS

Bachelor’s degree or equivalent standard of education required, in public health, public policy, international development, business administration, economics, or other directly related field. Master’s degree preferred.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • At least 5 years of professional experience in global health, family planning, reproductive health, international development, or a related field – including experience with project management, advocacy, and coalition-building expertise.
  • Professional knowledge of and experience with the policy and programming landscape around providing quality contraceptive services to youth and adolescents strongly preferred.
  • Experience building and sustaining strong partnerships with youth partners.
  • Clearly held value and demonstrated experience in working with young people collaboratively, equitably, and intentionally.
  • Ability to think strategically and drive project implementation. Project management expertise with an ability to move projects forward from inception to implementation to completion.
  • Prior experience working in one or more of the countries in this regional portfolio preferred (see attached list of countries within this regional portfolio).

  • Contribute to annual and quarterly work plans and budgets to provide value-added support to accelerate country progress in designated countries. Prepare regular work plan reviews and timely reports on progress/challenges.
  • Liaise closely with the Data & Measurement and Track20 teams to monitor country progress towards achieving and fulfilling country commitments.
  • Coordinate with the Senior Technical Lead, Advocacy, Accountability & Partnerships and with relevant staff supporting youth engagement and partnership, to ensure continued engagement of civil society and youth focal point networks in the region.

    • In cooperation with focal points, support evidence-based dialogue and deepened engagement with key national governments, policy makers and country-level partners in the designated countries.
    • Coordinate with relevant external partners to proactively identify opportunities for collaboration with new and emerging partners to advance the commitment goals of designated countries.
    • Review and provide feedback on country plans and strategies, as requested by the country focal points, in collaboration with regional and global partners if needed.
    • Identify, develop, and amplify countries’ success stories and best practices through annual progress reports, newsletters, social media, and other channels in collaboration with country partners and with the Communications team.

 

Program Management

Provide support to deliver on cross-cutting FP2030 priorities in the designated countries, such as: promoting a rights-based approach to FP policy, programs, and service delivery; highlighting evidence, country data, and High Impact Practices (HIPS); ensuring programs

  • reach and meet the needs of adolescents and young people and other marginalized groups such as those living with disability; and working with countries to build resilience plans for FP in times of crisis and displacement.
  • Contribute to annual and quarterly work plans and budgets to provide value-added support to accelerate country progress in designated countries. Prepare regular work plan reviews and timely reports on progress/challenges.
  • Liaise closely with the Data & Measurement Track20 teams to monitor country progress towards achieving and fulfilling country commitments.
  • Coordinate with the Senior Technical Lead, Advocacy, Accountability & Partnerships and with relevant staff supporting youth engagement and partnership, to ensure continued engagement of civil society and youth focal point networks in the region.
  • Coordinate with the Senior Technical Lead, Advocacy, Accountability & Partnerships and with other relevant staff across the Support Network to ensure that country activities are deeply grounded in a rights-based approach and reflect FP2030’s approach to advocacy and accountability.
  • Contribute to strategic thinking, planning, and organizational development for the Hub and across the FP2030 Support Network as appropriate.

 

External Relations and Communications

  • Contribute to high level engagement meetings by documenting progress and key challenges, and by drafting clear and concise executive summaries of countries achievements and challenges.
  • In consultation with the Managing Director, manage regular meetings with key regional partners (e.g. UNFPA WCARO, USAID, FCDO, etc.) and participate in FP2030 external events, meetings and on task teams.
  • In collaboration with the Managing Director, identify opportunities and events/conferences to highlight FP2030 and the accomplishments of the FP2030 movement, especially in the area of country achievements.
  • In collaboration with the Communications team, identify and support development of communications opportunities and messaging that can be featured in regional communications as well as in global FP2030 communications such as the FP2030 newsletter, website/social media, and/or annual progress reports.
  • Contribute to the analysis of data and the development of the FP2030 annual progress report on activities and performance.
  • Collaborate with relevant FP2030 staff to develop content for internal and external communications for Pacific Island countries in the Hub and for the Hub overall.
  • Contribute to the drafting of relevant regional inputs to meet reporting requirements for donors and to FP2030’s fiduciary and Senior Leadership teams.
  • Contribute to translation and localization of FP2030 products for Asia Pacific audiences including newsletters, briefs, webinars, announcements, and templates, collaborating with the Manager, Communications and the NAE Communications Team, making use of external translation support as appropriate.

Qualifications

EDUCATION & QUALIFICATIONS

  • Bachelor’s degree in public health, public policy, international development, business administration, economics, or other directly related field.
  • Master’s degree preferred.

  • At least 5 years of professional experience in global health, family planning, reproductive health, international development, or a related field.
  • Ability to think strategically and drive project implementation. Project management expertise with an ability to move projects forward from inception to implementation to completion.
  • Prior experience working in one or more of the countries in this regional portfolio (see attached list of countries within this regional portfolio).

Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.

 

Since our founding in 2012, much has been achieved, but more remains to be done. The global family planning community agreed that the gains of the last nine years should be sustained by extending this pivotal partnership. Through a global consultation, stakeholders from around the world provided their input on the future of family planning. Together, the community created a shared vision for 2030 that builds on progress achieved to date, adapts the partnership in response to the lessons of the first nine years and positions us to achieve the future women and girls around the world are asking for.

 

The FP2030 Support Network will include five regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe, led by an Executive Director who reports to the Governing Board. Each hub will be headed by a Managing Director supported by a small team. The hubs will be hosted by NGOs in five cities where the hubs will be located. The creation of these regional hubs is the key element of FP2030’s new structure, which will be put in place in 2022.

 

Each Managing Director reports to the FP2030 Executive Director who will lead the coordination and management of the Support Network. The Executive Director and the Managing Directors will work as an Executive Leadership Team to ensure that the vision and goals of the FP2030 partnership are fulfilled, and that momentum towards new commitments is maintained.

 

IPPF-ESEAOR has been selected to host the FP2030 Asia Pacific Regional Hub beginning 2022.

 

Job Overview

The Communications Manager reports to the Senior Technical Lead, Advocacy, Accountability & Partnerships. This position serves as the lead for all the Hub’s communications functions.

 

WORKING RELATIONSHIPS

Reporting to the Senior Technical Lead, Advocacy, Accountability & Partnerships, the Communications Manager will work closely with the rest of the Hub team. They will also collaborate closely with FP2030’s Director, Communications located in the North America & Europe (NAE) Hub, their Communications team, the Hub Advocacy, Accountability & Partnership Manager, and with Communications teams at all Regional Hubs.

Key Accountabilities

MAJOR TASKS & RESPONSIBILITIES

  • Execute communications projects for the Hub, including managing the production of all Hub communications materials, in line with FP2030 design guidance.
  • Ensure consistent language, tone, and branding for all externally facing products and platforms, working closely with the NAE Hub’s Communications team to ensure consistency of messaging and positioning across FP2030.
  • Support the Hub’s presence at regional convenings and events, including logistical work, collateral design, and staffing.
  • Support and contribute to the production of FP2030’s annual progress report, collaborating closely with the NAE Hub’s Communications team.
  • Manage communications consultants on an as-needed basis, which may include external editorial, design or media support.
  • Support external partner networks to facilitate their strategic engagement with FP2030’s and with the Hub’s platforms, channels, and messaging.
  • Develop content for communications materials such as web stories, op-eds, press releases, fact sheets, talking points, and event briefings as needed, working closely with the NAE Hub’s Communications team as appropriate.
  • Work with new and existing FP2030 commitment-makers in the region to promote commitments and amplify success stories from existing commitments, working closely with the NAE Hub’s Communications team as appropriate.
  • Work with the Hub team to support the team’s communications priorities and to amplify success stories from the region.
  • Support the translation of FP2030 products as needed, working closely with the NAE Hub’s Communications team and with the Country Engagement Advisors, making use of external translation support as appropriate.

 

Programmatic Oversight

  • Collaborate with consultants and other staff as needed to advance communications work across the region.
  • Provide regular updates on the progress of communications work in the region, including to the global FP2030 Communications network and FP2030 Senior Leadership; draft content for reports to funders, Senior Leadership, and key external stakeholders as needed.
